A 27-page in-depth report from PACT European Affairs, a Brussels-based consultancy, published November 2016. The two lead authors have complementary backgrounds, one within the Commission bureaucracy dealing with CAP, the other outside lobbying on behalf of agri-food organisations. Their main focus is on measures needed to allow CAP to function beyond British withdrawal and how the inevitable funding gap might be closed, but they run through the various scenarios for UK/EU relations in the future from an agri-food perspective.
